Grants Compliance Officer

Summary
Africaid is seeking to recruit a Grants Compliance Officer to work as an integral part of the Finance Team and collaborates with other program functions and senior management. This includes supporting donor proposal budgeting, setting up compliance monitoring systems, tracking expenditure, budgets and reporting, producing compliance reports and contract management.
Key responsibilities include but not limited to:
Prepare and review all project budgets in line with project workplans; Consolidate projects and shared services budgets to come up with total annual budget for Africaid; Provide technical support to ensure effective income tracking including cash flow and tracking outstanding amounts due from donors; Regular monitoring of management reports against key indicators, taking appropriate action where necessary including flagging risks for appropriate management action; Track and document funder reporting trends, quality assurance issues and feedback from donors; Technical guidance and support in preparing for and managing donor audits including liaison with auditors and negotiating contested findings where appropriate; Provide technical guidance and support in setting up systems to monitor adherence to financial and procurement rules in line with contractual requirements; Understands, interprets and applies relevant regulations, guidelines and standards that affect grants; Stays current on all funder regulations and guidelines and policy changes that affect administration of funded projects; Works collaboratively with programs and administration to ensure compliance with funder regulations, funding guidelines and financial accountability; Conducts periodic reviews of budgets, projects performance and variances including contract modifications to assess fulfillment of fiscal and performance obligations; Collaborates on the preparation of progress and financial reports for all contracted programs as stipulated in the contract, grants and agreements; Guidance on and review of narrative and financial reports to ensure quality assurance before submission to donors; Assists departments with pre-audit preparations and addresses issues/problems identified in an audit assessment; Identifies potential areas of compliance vulnerability and risk; and provides guidance on how to avoid or deal with similar situations in the future; Under the guidance of the Deputy Director for Finance, communicate with funders to help resolve specific problems or respond to donor information requests.
Desired Skills & Experience
The successful candidate will have:
Minimum undergraduate degree in Accounting, Finance, Auditing and/or full professional qualification such as ACCA or CIMA; Minimum of 3 years experience in similar position; English Language proficiency and strong report writing skills; Experience of managing grants/contracts from donors such as USAID and CDC with ability to provide clear guidance on donor policies and procedures to other staff; Experience of setting up and managing donor compliance monitoring systems, developing and implementing relevant tools; Strong financial skills encompassing proposal budgeting, income tracking, budget monitoring and financial reporting.
